State Transportation Improvement Program (STIP)

The Wyoming Statewide Transportation Improvement Program (STIP) is a six-year, fiscally constrained program that is approved by the Transportation Commission. The STIP represents the planned construction, preliminary engineering, and right of way costs for  550+ transportation projects. The current STIP is fiscally constrained for the years 2021-2026.


How is the program updated?

The STIP is continually updated based on the following process to adapt to the ever-changing conditions of Wyoming’s transportation system.

    • Performance Measures
    • Economic Development
    • Long-Range Transportation Plan
    • Mobility
    • Budget
  • Identify additional candidate projects
    • Highways and Roads
    • Public Transit
    • Aeronautics
  • Collect and review public input
    • Citizens
    • Commissioners
    • Public Agencies
    • Tribal Governments
    • Federal Agencies
    • Local Governments
  • Present updated STIP draft to Transportation Commission, Federal Highway Administration, and Federal Transit Authority for final approval
  • Publish final STIP update

How is the program funded?

Funding for the STIP comes from federal, highway user fees and other state revenue. Below is an overview of funding for fiscal year 2020.
