Requesting RFPs for Traffic Incident Management (TIM) Coordinator

The Wyoming Department of Transportation (WYDOT) is requesting Proposals for a Traffic Incident Management (TIM) Coordinator. 

Please review the RFP document, note the outlined Solicitation and Selection Schedule, and respond with your Proposal no later than April 25, 2024 at 3:00 p.m. Mountain Daylight or Mountain Standard Time, as applicable. The Proposal may be scanned and emailed to nicole.klassen@wyo.gov or hank.doering@wyo.gov.

Restrictions on the use of data or information within a Proposal must be clearly stated in the Proposal itself. Pursuant to Wyoming Statute 16-4-201 through 16-4-205, Proposals are privileged, confidential information only if they contain trade secrets and other valuable information not generally available to competitors. The Department will not release any stated restricted information regarding submitted Proposals. All other information will be considered public information and released upon request by other entities.

WYDOT will acknowledge receipt of your Proposal, but the burden of submittal and confirmation of receipt prior to the submittal deadline is the sole responsibility of respondents.

Contact by your firm or any subconsultants on your team with WYDOT personnel other than those from the Engineering Services Section regarding this request, during this phase of the selection process, will be cause for disqualification.

Responding consultants not already in the WYDOT database must also submit a general Statement of Interest (SOI) that reflects the selection work code and applicable licensing requirements. Once received, this SOI will remain active in the WYDOT Consultant Registry for a period of two years and may be considered for any future selections for applicable work types.

Consultants with current SOIs may update their CS-6/SOI form in the interest of the below project if desired, but it is not required unless the current SOI does not include the selection work code.

New or updated SOIs must be received no later than the Proposal due date to be considered for this project. The CS-6/SOI form can be found at this link: CS-6/SOI form.

SOIs and your firm’s Proposals will be used to determine an overall score and final ranking leading to the final selection from those firms that submitted.

Traffic Incident Management (TIM) Coordinator: Work Code: Studies/Analysis/Reporting – (HAS), Roadside Safety – (HRS), or Safety Training – (HST), will be used. This selection will cover the facilitation of training courses for TIM certification and maintain a database for the collection of incident responders’ information and who has received TIM training.

State Judicial Outreach Liaison Work Code HS, Highway Safety, will be used. This selection will be for a Statewide Judicial Outreach Liaison that will help train and educate traffic stakeholders utilizing national best practice standards over a one-year period, with the potential for an additional four (4) years.
