PUBLIC NOTICE OF INTENT TO ADOPT RULES AND REGULATIONS

The Wyoming Department of Transportation (WYDOT) hereby gives public notice of intent, in accordance W.S. 16-3-103, to revise the following rules and regulations from WYDOT’s General Section:


Chapters 1, 6, 8, and 10, which administer project bidding and contract award, have been revised to accommodate WYDOT’s electronic bidding system, remove obsolete terminology, and make other changes including adjusting contract award timelines to match the provisions of WYDOT’s Standard Specifications for Road and Bridge Construction

Chapter 33, Off-road Recreational Vehicles, Interstate Rights of Way and Crossings,  is a new rule required by W.S. 31-5-1601 to administer requirements for the operation and permitting of off-road recreational vehicles (ORVs) within interstate rights of way.  These rules identify the physical and regulatory requirements for permitting ORV trails adjacent to the interstate roadway and ORV crossings over or beneath the interstate roadway.

Written comments must be submitted to WYDOT by email at dot-managementservices@wyo.gov or at the following address no later than September 15, 2025, at 5 p.m., to be considered by the Transportation Commission of Wyoming:

The Wyoming Department of Transportation further hereby gives public notice in accordance with W.S. 16-3-103 that it will hold a PUBILC HEARING to receive public comment on all these rule and regulations on September 15, 2025, from 1 p.m. to 3 p.m., at the Wyoming Department of Transportation (5300 Bishop Blvd, Cheyenne, WY) auditorium.  Anyone interested may also access the meeting virtually through WYDOT’s homepage, which will include meeting access instructions at least a week before the meeting.
